I know that adding higher values to an inline resistor will lower the voltage and brightness of a buld but hpw does increasing resitor values effect LEDs.

The resistor in line with a bulb creates a voltage divider network, reducing the voltage the bulb sees.
The resistor in line with a LED creates a current limiting network, reducing the current to the LED.
To answer your question, for the non-electronics person, the result is the same - increase resistor value, reduce light intensity.
